Iowa State simplifies facilities and administrative cost rates for industry specialty agreements
New, uniform facilities and administrative (F&A) cost rates have been established for industry specialty agreements, effective Oct. 1.
The new F&A rates – 15 percent – apply to research involving animal product trials, field trials, human subject trials, and technical evaluations. Current projects will continue at the previous F&A rate for the term of the agreement.
Research projects associated with industry-sponsored trials and technical evaluations are not expected to develop new intellectual property. The sponsor provides materials to be tested and/or specifies the protocol used in the trial or evaluation.
In reviewing the industry specialty contracts, F&A rates were also revised to 15 percent for CIRAS Technical Assistance Program and Regents Innovation Fund projects.
The revised rates grew out of discussions among the Office of the Vice President for Research, Office of Economic Development and Industry Relations, and Division of Finance to clarify the use of fee-for-service projects and improve consistency of contract terms when working on specialty projects with industry.
The Office of Intellectual Property and Technology Transfer (OIPTT) is responsible for evaluating whether a project is considered eligible for the industry specialty agreement rate. Projects deemed by OIPTT as eligible industry specialty agreements will not require an F&A waiver.
